Those in longtime law enforcement circles in the Quad-Cities are mourning the loss of former Rock Island County sheriff Michael Green, who died late Wednesday.
Green, 74, was sheriff in 1989 and 1990, when he was appointed by the county board to fill the vacancy created by the departure of former sheriff Gordon Powell.
He worked for the sheriff’s department for 20 years, retiring in 1990. After his retirement, Green worked as head of security at the Quad-City International Airport in Moline for 10 years. In 2000, he left the airport and went to work for the U.S. Marshals Service at the federal courthouse in Rock Island.
After his cancer diagnosis in 2008, Green retired.
“He’s been one of my best friends for over 40 years,” former county board chairman Paul Mulcahey said. “He’s the strongest guy I ever met. I never saw anyone battle so hard.”
A Vietnam veteran, Green suffered the effects of Agent Orange exposure, his friends said. He fought cancer for 13 years.
Steve Sottos, who retired from the Illinois State Police, also was a longtime friend of Green’s.
“I feel Mike was a very compassionate individual,” Sottos said. “Even as he was going through this, he wanted to help others. He went through a lot, a lot of chemotherapies.
“Mike was always taking care of others. He tried to treat everyone with respect, even those in prison. He never lost his compassion.”
The men frequently met for morning coffee, he said.
“As he got worse, we met in his garage or patio. He was a super guy; he went by his word on everything.”
Former East Moline police chief and current mayor Reggie Freeman said he also admired Green.
“He was a person that no one could say got angry about anything,” he said. “I considered him as a friend and a person that will be greatly missed by all.”
His wife, Marcia Green, said her husband loved his work in law enforcement and stayed close with friends from several departments.
“There’s such camaraderie among police officers, and all those guys just became such great buddies,” she said Thursday. “They all came to visit Mike when he was sick.
“We truly have been blessed to have so much love and support of friends and our family. You want the suffering to end, of course. But it’s hard to believe he’s gone.”
Funeral arrangements are pending at Rafferty Funeral Home, Moline.

PRINCETON, Ind (WEHT) – The Princeton teen charged with attempted murder says he has no remorse for shooting the victim, according to a police affidavit.
A witness says Isaiah Jones, 18, of Princeton, came to his house Wednesday afternoon bragging that he had just robbed Malachi Billings, 18, of Princeton. The witness asked Jones to leave because he didn’t want any trouble. According to court documents, that’s when Billings showed up and a fight broke out between Billings and Jones.
Billings told police Jones had robbed him at Fast Tracks in Princeton and said he was mad and going to get his money back. Billings told police both he and Jones had guns in their pockets, and when he pulled his gun out of his pocket, Jones charged him.
Billings said his gun went off while he and Jones were fighting, and Jones jumped into a vehicle. Billings told police that’s when he shot through the vehicle’s back window and struck Jones in the chest.
Princeton police also confirmed the arrest of Jones on Friday. He’s facing a robbery charge.
Billings’ mother says he acted in self-defense, adding he’s a good person who was caught in a bad situation, also said the family will help him get through this together. She added she doesn’t know what she would’ve done in that situation.
However, self-defense is only applicable in certain situations in Indiana. Princeton Police Chief Derek McGraw says the prosecutor and the judge reviewed the case and decided against self-defense. Gibson County Prosecutor Michael Cochren says that once a crime is committed against you and then time passes before retaliation, self-defense cannot protect you as a legal defense.

Illinois’ minimum wage is now $12 an hour. It will increase one dollar per year until 2025 when it reaches $15 an hour.
Virginia Castro, the owner of El Mariachi in Moline, and says the new minimum wage is just one of the many struggles business owners are going through.
“At this time of year, it’s our slow season and the bills are higher because of the heat. The heat is more expensive this year everything is going up the meat prices have really gone up,” said Castro.
There are times when she has to see what vendor has the best prices for her business.
“A box for our to-go boats or something would be $14-$15. Now it’s up to $30, you know – $30-$25. It varies. I try to go to different sources to see where I could get the best deal,” said Castro.
They notice business goes down as the weather gets colder.
“Like for the winter sometimes, it could be 15-20 people, maybe 50 people a day. In the summer we could have over 100 people or more at different times throughout the day. It just depends,” said Castro.
She’s been able to stay afloat because of her catering business. “Luckily, I subcontract I go to different companies and do lunch. That’s what keeps me going. If it wasn’t for that we would really be struggling,” said Castro.
While minimum wage in Illinois is on the rise, minimum wage in Iowa is still at $7.25. It’s been at that level for more than a decade.

Illinois Gov. JB Pritzker on Monday ordered that all people and entities covered by the Illinois Flag Display Act are to fly the flags at half-staff in honor and remembrance of Firefighter Lieutenant Garrett E. Ramos of the Sterling Fire Department.
On Sunday, the community of Sterling was asked via Facebook to show support following the death of Fire Lt. Garrett Ramos. “As we all mourn the loss of Lt. Ramos, we are asking the community to show support by replacing your porch light with a red light,” said the city in a Facebook post.
The 38-year-old was killed while responding to a fire around 11:04 p.m. Friday, Dec. 3, at 10031 Ridge Road, rural Rock Falls. While Lt. Ramos was inside fighting the house fire, the door collapsed beneath him, necessitating a rescue operation.
Gov. Pritzker ordered the lowering of United States flags and the State flags at all buildings from sunrise Tuesday Dec. 7, until sunset Thursday, Dec. 9, 2021.
Funeral arrangements are through McDonald Funeral Home, Sterling. Services will be 10 a.m. Thursday, Dec. 9, at Westwood Sports Complex, 1900 Westwood Drive, Sterling. There will be a memorial ceremony held at the main Sterling Fire Station, 110 W. 5th St.

District 17 state police in La Salle announced a series of specialty patrols to be held in March in La Salle County.
State police will conduct occupant restraint enforcement patrols to enforce the use of seat belts and roadside safety checks.
The agency also will conduct nighttime enforcement patrols from 9 p.m. to 6 a.m. to address impairment and occupant-restraint violations common during the overnight hours. Finally, troopers will conduct alcohol countermeasure enforcement surveys.

A structure fire happened shortly after 1a.m. at an apartment complex in the 600 block of East Peru Street on Monday Feb. 7, 2022 in Princeton. (Scott Anderson)
Nine Princeton apartment residents were displaced by a middle-of-the-night fire.
Princeton Fire Chief Chuck Woolley said his department responded at 1:06 a.m. Monday to a reported structure fire at 657 E Peru St., at a multi unit apartment building. Woolley said there were reported residents trapped inside the building when the call was initially received.
Woolley stated that Princeton was first to the scene with three fire apparatuses and were also assisted by: Bureau Fire, Malden Fire, Wyanet Fire, Ladd fire, Tiskilwa ambulance, Wyanet ambulance, and 10/33 at the scene. Hennepin fire and Putnam County ambulance covered Princeton station.
“Princeton fire arrived on scene and found fire coming from a door on the front of the building,” Woolley said. “This was a four unit apartment building. Fire was also noted coming from a window on the side of the building.”
One person was initially found on a roof and was assisted down by Princeton fire personnel, Woolley said. Princeton police then assisted with the removal of 3 others from the roof.
Six people, including a police officer were taken to a local hospital by ambulances for treatment Woolley said. Conditions of patients are not know at time of publishing.
Woolley said the fire was extinguished with large amount of fire and smoke damage to two of the units. The other two units had smoke and some water damage. The cause of the fire is undetermined at this time. The State Fire Marshal is assisting to determine the fire’s cause.

Republican Glen Evans has announced his candidacy for Illinois state Senate, District 36.
Current state Sen. Neil Anderson, R-Andalusia, was drawn out of the district during the Democrat-controlled state legislature remapping process, leaving the seat open for the 2022 election.
Evans is an ordained minister and a member of Laborers Local 309, where he served as auditor from 2016 to 2018. He said he was inspired to run for state Senate because Democratic policies in Illinois “seem to primarily benefit the Chicagoland area.”
“While many in Illinois continue voting robotically Democratic, the Republican party has seen rising support,” Evans said. “More and more persons are choosing the Republican policies (and) tax breaks. Motivation (is) rising gradually in Springfield, Illinois.”
Evans said his priorities were leadership, job creation, tax breaks and “giving a voice back to those who are not heard” and “putting the power back into the hands of the people who wish to see all succeed.
“We have too long given our leaders too much autonomy (by) not holding them responsible for silencing the voices of people in our own communities,” he said. “I want to change that. The American dream is in the heart of every American and in the eyes of every Illinois resident and business.”
Evans has previously run for office as a Democrat in about 20 different local races. He has lost every election with the exception of two precinct committeeman races. He has run for Rock Island-Milan school board, Rock Island city council, Rock Island County board, Rock Island Township supervisor and twice for Rock Island County clerk.
Evans most recently challenged State Rep. Mike Halpin, D-Rock Island, in the 2018 and 2020 elections, losing both times. 
He said Tuesday that he changed his party affiliation from Democrat to Republican five years ago after attending a training with Americans for Prosperity, a Conservative political action group founded by the Koch brothers. 
“One of the biggest struggles I had with the Democratic Party was that it’s moving further and further away from my values,” Evans said. “When I got done with the (AFP) training, I saw there was very little I agreed with in the Democratic party. I ran for years as a Democrat, but I saw that they take choice away from the people.
“It was frustrating when I looked at government as a whole. I am on the ballot because I am dissatisfied with what I see in community I grew up in. I want to make it better. 
“It is time for a change for the better; your vote can make that change happen. Your vote is your choice, and you should vote your choice for the candidate who will work for you.”
Evans may have a Republican challenger in the June 28 primary election. Rock Island Mayor Mike Thoms announced July 12 he is considering running for the 36th District state Senate seat. The general election will be held Nov. 8, 2022.

Following the tragic loss of Illinois DCFS caseworker Deidre Silas, state Rep. Mike Halpin (D-Rock Island) is reaffirming his commitment to pursue legislation cracking down on violence against caseworkers. Silas was killed Tuesday in the performance of her duties for the state.
“The recent killing of Deidre Silas is a tragic reminder that Illinois caseworkers are often faced with serious dangers in the line of duty, and we must strengthen our actions to keep them safe from harm,” Halpin said in Wednesday release. “I am absolutely committed to passing legislation to this effect. Robust penalties for violent crimes, especially against people working to provide assistance to those in need, are not simply appropriate, they are essential.”
Halpin was an early backer of House Bill 3933, legislation which strengthens penalties for harming human services caseworkers, among others. The bill was written to combat similar instances of alarming violence across Illinois, and will have a direct effect on situations like these, his release says. Halpin previously helped pass similar legislation in the House, but the Senate did not take action on it.
“I want to be clear to any criminals who are prepared to violently prey upon caseworkers: Illinois will not tolerate these violations,” he said. “The best memorial to the loss of such a dedicated public servant is ensuring similar deaths do not happen, and House Bill 3933 is a big step towards achieving that. I offer my deepest sympathies to the family of the Deidre Silas.”
Authorities have arrested a Thayer, Ill. man after a Department of Children and Family Services caseworker was found dead a residence in the village Tuesday afternoon.
Deidre Silas of Springfield, 36, was responding to a report of a child in danger in the 300 block of West Elm.
The Sangamon County Sheriff said police were called for a possible stabbing. Pawnee officers arrived first, with Auburn and Divernon police soon after, according to NPR Illinois. The sheriff said they noticed a substance that appeared to be blood near the door of the residence. Once they made into the house, the sheriff said Silas’ body was found. She was declared dead at the scene.
County deputies soon determined a suspect, who was located at a hospital in Decatur. Decatur police took Benjamin Reed of Thayer, 32, into custody. He was transported back to the Sangamon County jail.
Reed faces charges of first-degree murder and aggravated battery with a deadly weapon.
The AFSCME union issued a statement calling it an unspeakable crime that must be prosecuted to the fullest extent of the law.
“This tragedy is a stark reminder that frontline DCFS employees like Deidre do demanding, dangerous and essential jobs every day, often despite inadequate resources and tremendous stress,” the statement read.
“AFSCME will carefully study the facts of this incident as they emerge and press for any necessary changes to DCFS operations. One death in the line of service is too many.”
The union said Silas joined DCFS in August 2021. Prior to that, she worked in behavioral health and for more than seven years with the Department of Juvenile Justice.
Gov. J.B. Pritzker also issued a statement:
“Today, the State of Illinois mourns the loss of Deidre Silas, a DCFS caseworker and a hero, taken from us in the line of duty. There is no higher calling than the work to keep children and families safe and Deidre lived that value every single day. Our most vulnerable are safer because she chose to serve. I can think of no more profound legacy. MK and I send our deepest condolences to her colleagues at DCFS, her family, and all who loved her.”
