<\/span>The <\/span>Virginia legislature\u2019s Joint Commission on Cannabis Oversight<\/span><\/a> voted to recommend speeding up recreational marijuana sales. If approved by the full House and Senate, existing medical cannabis dispensaries could sell to adults on January 1, 2023.<\/span>
<\/span>
<\/span>Reps. Dave Joyce (R-OH) and Don Young (R-AK)<\/span><\/a> sent a letter demanding that President Joe Biden and Vice President Kamala Harris \u201cbegin to seriously engage\u201d on marijuana reform and remove it from Schedule I.<\/span>
Congressional Cannabis Caucus co-chairs Reps. Earl Blumenauer (D-OR) and Barbara Lee (D-CA)<\/span><\/a> issued a new memo looking back at marijuana momentum in 2021 and ahead to priorities for 2022.<\/span>

<\/span>California Attorney General Rob Bonta (D)<\/span><\/a> issued a memo urging county prosecutors to stop delaying the required sealing and dismissal of past marijuana convictions under a law he authored as an assemblymember.<\/span>

<\/span>A <\/span>Missouri Republican representative<\/span><\/a> who is sponsoring a resolution to put marijuana legalization on the 2022 ballot says he\u2019s not optimistic about overcoming resistance to reform from within his own party.<\/span>

<\/span>Berlin public transit agency BVG<\/span><\/a> is selling hemp-infused tickets it says bus and subway riders can eat to stay calm during the holiday season. This comes as Germany\u2019s new government has pledged to legalize marijuana nationwide.<\/span>

<\/span>A <\/span>federal judge<\/span><\/a> granted compassionate release to a 90-year-old, seriously ill man serving life in prison for a nonviolent marijuana trafficking offense.<\/span>
<\/span>
<\/span>Senate Majority Leader Chuck Schumer (D-NY)<\/span><\/a> tweeted. “I\u2019m working with @SenBooker and @RonWyden to pass our Cannabis Administration and Opportunity Act. Because we must end the federal prohibition and make criminal justice reforms. And that\u2019s exactly what our bill does.”<\/span>

<\/span>Sen. Chuck Grassley (R-IA)<\/span><\/a> spoke in a Senate floor <\/span>speech<\/span><\/a> about his work on legislation to remove barriers to marijuana research, which he argued is necessary before it is legalized or decriminalized.<\/span>

<\/span>New Mexico<\/span><\/a> Gov. Michelle Lujan Grisham (D) tweeted, “This year my administration legalized cannabis, fulfilling a promise to the people of New Mexico, who overwhelmingly supported the effort. Legalized cannabis will create thousands of NM jobs and bring in millions in revenue.”<\/span>
<\/span>
<\/span>Florida<\/span><\/a> Democratic gubernatorial candidate Nikki Fried, currently the agriculture commissioner, tweeted about getting 420 donors to her campaign, saying, “And yes, it\u2019s past time to legalize marijuana!! We have to win first!”<\/span>
<\/span>
<\/span>The <\/span>Louisiana<\/span><\/a> House Criminal Justice Impacts of Legalizing Cannabis Subcommittee held its first hearing.<\/span>
<\/span>
<\/span>A <\/span>Tennessee<\/span><\/a> representative tweeted, “Democrats have been working on this for years, a handful of GOP play like they are on board, yet never run the bills. It\u2019s time for this to happen and time to listen to 81% of Tennesseans who want to see cannabis reform!”<\/span>
<\/span>
<\/span>A <\/span>Massachusetts<\/span><\/a> senator tweeted, “Let\u2019s be honest: we need legal, public locations for adults to consume cannabis in communities that want them. I filed S.65 to address nuisance issues & promote public health by giving adults a space to consume cannabis after purchase from a dispensary.”<\/span>
<\/span>
<\/span>Texas<\/span><\/a> regulators appealed a ruling overturning their ban on smokable hemp to the state Supreme Court, a move that reinstates the policy for now.<\/span>
<\/span>
<\/span>Michigan<\/span><\/a> regulators asked a judge to reconsider a ruling that they say could allow the sale of moldy and contaminated marijuana.<\/span>
<\/span>
<\/span>New York<\/span><\/a> regulators approved <\/span>changes<\/span><\/a> to cannabinoid hemp rules. Separately, the <\/span>chair of the Cannabis Control Board<\/span><\/a> said she hopes to have draft marijuana rules available for public comment sometime in the first quarter or next year.<\/span>
<\/span>
<\/span>Colorado<\/span><\/a> regulators adopted new marijuana and hemp rules.<\/span>
<\/span>
<\/span>Arizona<\/span><\/a> regulators received more than 1,500 applications for 26 marijuana social equity dispensary licenses.<\/span>
<\/span>
<\/span>Maine<\/span><\/a> regulators submitted a report on the hemp program to lawmakers.<\/span>

<\/span>New Jersey<\/span><\/a> regulators posted a FAQ about marijuana business license applications.<\/span>

<\/span>The <\/span>Marijuana Policy Project<\/span><\/a> has a new leader. Toi Hutchinson most recently served as the top cannabis advisor to Illinois Gov. J.B. Pritzker (D), and before that as a state senator she sponsored the legalization bill he signed into law.<\/span>
<\/span>
<\/span>A new federally funded survey found that<\/span> youth marijuana use declined dramatically in 2021<\/span><\/a> even as more states enacted and implemented legalization. While COVID social distancing likely contributed to the drop, the new data provides more evidence that prohibitionists’ fears about skyrocketing teen consumption are unfounded.<\/span>

<\/span>The <\/span>Ohio Senate<\/span><\/a> approved a bill to let doctors recommend medical cannabis for any condition they \u201creasonably\u201d believe could benefit from it, and to otherwise expand the program with more dispensaries and bigger cultivation operations.<\/span>

<\/span>Illinois Gov. J.B. Pritzker (D) and Lt. Gov. Juliana Stratton (D)<\/span><\/a> announced a new $45 million round of marijuana revenue-funded grants aimed at helping communities that have been harmed by the war on drugs.<\/span>
<\/span>
<\/span>New Hampshire lawmakers<\/span><\/a> are looking to nearby Maine and Vermont for marijuana lessons as they plan a 2022 legalization push\u2014but they face resistance from the governor and legislative leaders. <\/span>

<\/span>
<\/span>President Joe Biden<\/span><\/a> signed<\/span><\/a> executive <\/span>orders<\/span><\/a> imposing sanctions on foreign persons involved with the illegal drug trade and establishing a new U.S. Council on Transnational Organized Crime.<\/span>
<\/span>
<\/span>The <\/span>U.S. Department of Agriculture<\/span><\/a> said licensed hemp businesses are eligible for its Food Supply Chain Guaranteed Loan Program.<\/span>

<\/span>The <\/span>Senate<\/span><\/a> passed a bill designating methamphetamine as an emerging threat and directing the Office of National Drug Control Policy to implement a plan to address its use.<\/span>

<\/span>Rep. Cori Bush (D-MO)<\/span><\/a> tweeted about St. Louis, Missouri’s mayor signing a marijuana decriminalization bill, saying, “Deep gratitude to you, Madam Mayor, and to the sponsors on the Board of Aldermen for your amazing leadership in delivering this legislation to repeal outdated marijuana laws in St. Louis. This will save lives and livelihoods.”<\/span>

<\/span>Pennsylvania<\/span><\/a> Democratic gubernatorial candidate Josh Shapiro, currently the attorney general, tweeted, “The majority of Pennsylvanians want to see marijuana legalized. Me too \u2014 it’s time to get it done.”<\/span>
<\/span>
<\/span>Texas<\/span><\/a> Democratic attorney general candidate Lee Merritt tweeted, “We can\u2019t simply legalize cannabis in Texas without taking steps to undo 50 years of damage disproportionately directed at black and brown communities. As we move toward legalization in Texas we must rebuild communities devastated by the so-called ‘war on drugs.’”<\/span>
<\/span>
<\/span>Minnesota’s<\/span><\/a> House majority leader tweeted, “Expunging convictions must be a non-negotiable part of any cannabis legalization bill. Without it, legalization is barely even a criminal justice reform.”<\/span>
<\/span>
<\/span>The <\/span>Massachusetts<\/span><\/a> legislature’s Joint Judiciary Committee held a hearing on marijuana expungement bills.<\/span>

<\/span>A <\/span>Florida<\/span><\/a> representative tweeted about a bill she recently filed “to decriminalize the personal possession and use (not sale\/production) of marijuana and other drugs to prioritize ‘treatment and safety in an effort to preserve lives rather than discard them through criminalization and incarceration.’”<\/span>

<\/span>An <\/span>Oklahoma<\/span><\/a> Supreme Court official held an initial hearing in a case in which one legalization activist is challenging other activists’ proposed marijuana ballot measures.<\/span>

<\/span>New Mexico<\/span><\/a> regulators issued the state’s first recreational marijuana business licenses.<\/span>
<\/span>
<\/span>Colorado<\/span><\/a> regulators issued an updated health and safety advisory about potentially unsafe marijuana products produced by Innovative Fusion LLC.<\/span>

<\/span>New Jersey<\/span><\/a> regulators began accepting applications for recreational marijuana cultivation, manufacturing and testing business licenses.<\/span>
